Does it have a red & green light? Mine does. If it doesn't have both, ignore everything I say below.
If it does, besides resetting the bios with the jumper like Barbos says, I'd try reseating the memory and PCI cards. If that doesn't do it, take memory and PCI out altogether & "boot" (it won't fully boot without memory, but within the 1st 10 secs you'll see if the red or green light comes on and that may give you a clue). If it stays red with everything out, & resetting bios didn't do it, then you either need a new power supply or the board itself is bad.
But then, I really don't know what I'm talking about, thats just what I'd try.
