WoW Raid Instance

Anyone know what the lowest level 'raid' instance is or are they all pretty much lvl 60 only? Just curious as to how long before we could have a real raid.
Instances are just too damn fun.

The RFD one wouild be fun. Lots of AE.
Temple in SOS is 46+ elites.
SM would be nice since there is always spawn and 4 different areas.

I meant like true 'raid' instances... they have a different color swirl as their port in... like Onxyia's Lair... it's green, which means it's a raid instance.
