My knowledge of the two servers so far - perhaps Law or Filth can add to this:
Common Between Two
- Still Two factions: Horde and Alliance
- PVP is available on both servers albeit PVE servers limited form
- Honor system applies for PVP kills (see below for details)
PVP
- contested (can be owned by either faction) world zones comprise the bulk of the world and are considered hostile (pvp flag always on).
- faction permanently owned zones are only lowbie areas (1-20 lvl max)
PVE
- bulk of your faction's teritory is safe unless your /pvp flag is on (5 min timer) or you attack an alliance. If you venture into known enemy faction territory guard NPC will attack you onsight and if your pvp flag is on other players can/will attack you.
Interesting Post From Blizzard on PVP in general:
Some people are confused about player vs. player combat on our faction war server. This isn't our PVP yet. All that happened was being able to attack/target other factions (previously impossible), and the Green/Red/Yellow zone flags.
This is far from complete.... read our original update...
The Horde vs. Alliance race war server will establish a straightforward method for the development team to test and balance the races and classes in a PvP environment. PvP concepts will be gradually introduced on this server. This means that the initial implementation of PvP is not how our final model will work once World of Warcraft is released. This patch includes the fundamental ideas of PvP in order to tune and refine the very foundation of our PvP model.
So we added this just so we can test class balance and faction balance. We'll continue to add minor things, make balance changes, and special rules until the PVP is actually in the game. Until then, don't confuse what we have now with the final "WoW PVP."
Obvious issues....
Low level ganking
Horde vs. Alliance Balance (we'll continue to work on it)
reward, punishment, REASON (besides fun) for pvp
killing of important NPCs (flight guys)
body camping
Thanks for your patience while waiting for changes... The feedback is all making its way to the development team for future changes...

Honor System
Primary reason for this is to discourage low level ganking. Problem with this is that high levels take a honor hits for everyone they attack that is lower than their level regardless of whether the lowbie started attacking them.

Don't waste your time on the PVE server, unless you really just don't care for PvP.
Once you hit 60 and all you have left to do on the carebear server is farm loot, you'll be sorry you didn't just start on the PvP server to begin with.
There's been a steady influx of people migrating from the PvE server who eventually came to this realization...

most reports state the "carebare" server will be like daoc and the pvp servers more like the dreds so that you can do avh on the carebear

It would be like Mordred with realms. On the current PvP server there are something like 6 safe zones per faction. Anywhere else it's PvP Horde vs Alliance at all times. Much like leveling in the frontiers at all times.

Definitely worth starting there.
It if sucks after time, can always move to a PVE server, where its easy to level, vs. starting later on a PVP server sucks.

i thought the so called pve server is same as regular daoc, meaning pvp is still available but only certain areas like merlin....

It's kind of like daoc, except there are only two areas that are PvP enabled without players being able to choose if they want to pvp or not. 99% of the world will be without pvp on the pve servers, unless you are attacking a town and people decide they want to defend it.
