I might actually go for something cheesier like MoC1 or DI1 instead of RP1.
25% power every 10 min just seems so inconsequential to me when I can just guzzle power potions. Which you can do even while under attack.
MoC1 = 30 sec of chain interrupting if you have to, or buffing or hell, even rooting/mezzing the guy or guys on you for 25% of full duration (17 sec, and in NF, I don't see people going past 60% CC reduction, so its still 10 sec or so) which is enough to get someone off you and for you to get awa.
DI1 = Its a free 1000hp instaheal on a 10 min timer for 5 points. why not. Its stackable too, so you can get say 2000hp of free healing power on a 20 min timer.
Bulor:
1) Purge3 is overkill. You only need Purge 2 if you're desperate. Especially in mid with its glut of cure-mezzers.
2) PR2 is worthless. You either go PR1, or PR3.
3) MCL1 or RP1 by itself is a little worthless IMO. You should go MCL2 or RP2, pick one, I prefer MCL2.
4) Serenity = useless. Yes, it adds to your power regened per tick, but this is your natural regen period. In combat mode, you get 1 tick every 10-15 sec or so, so its basically completely useless. FoP was nice because it ticked as if you were always in non-combat mode always, so it always ticked at a constant 3 sec or so. Healers will constantly be put into combat mode unless you're an aug healer, since casting CC starts the combat timer. FoP really won't be very useful midbattle for a pac healer. Maybe an aug healer will find more use for it, but only vs shitty groups who do not keep healers occupied.
5) BoF1 by itself is worthless. BoF2 as well. Its when you get around the 40-50% where it becomes overpowered.
So if I read your RA lineup right, you are looking to spend, 1, 30, 15, 5, 5, which is 56 points. Wow, didn't realize you were R6L6 already. Anyways, if I were you, I'd go:
PR1 (5), Purge2 (15), MCL2 (15), LW1 (1), and I dunno, maybe RP2(15), and DI1(5) or MoC1 (5).
At R7+ I'd definitely go as a Pac Healer:
Purge2 (15), RP2(15), MoC3 (30), LW1 (1), PR1 (Optional).
