I'm looking to mess around with some website designing. But i'm not sure which web companies are good for hosting, or who even hosts this site -.-

ah, guess i'll just start doing research on how to do one myself then, that's even more interesting than getting someone else to do it

Depends on how much you want to spend and how much hosting you need. I don't recommend you try to host off your own home connection.
If you just want to get started, I'd recommend a cheap webhost to get your feet wet...
Such as
www.dreamhost.com or
www.networkredux.com
I would recommend researching some out... Find some reviews

No webhost is perfect, and you won't find one that won't have some sort of issue if you stick with them long enough. The trick is finding someone who will get back to you quickly and help fix any issues that arise.

I don't necessarily endorse the links I sent. They are merely samples
I've had past experiences with the owner of NetworkRedux at a former hosting company of his and it was good until they split up. I don't know how good the service is at the new company.

If you're just doing it for your own education I say the best host is your own. Hell host it on your own desktop and only turn it on when you want to work on it,
XAMPP is perfect for just that.

I work at
www.theplanet.com and my brother works for
www.rackspace.com and i have friends who work at layeredtech, softlayer, corexchange
If you want a cheap hosting provider I suggest
www.hostgator.com they are very cheap and you get to use their free templates if you are new to web making... its pretty simple with today's technology, no more coding and putting text everywhere, its more cut and paste and where you want your tabs etc... put logo here or there wherever with a touch or drag of the mouse...
if you are making a site for money, you will probably want your server at a data center where your server would be up 99.9% of the time. bandwidth playes a major factor and the redundent backup and up time a hosting provider can give you. let me know if you have any other questions...
